Foreign Minister Tzipi Livni told reporters as she prepared to have to breakfast with U.S. Secretary of State Condoleezza Rice Sunday morning that Israel will not agree to any deals with the Palestinian Authority until it meets its obligation to fight terror.
"The problem is not the joint declaration in (the upcoming Mideast Summit in) Annapolis but what it will include," she explained. "There is no tension in the talks with the Palestinians, but there are problems and disputes over the Road Map [plan]." The American-authored peace plan presented in 2003 called for the PA to end terror attacks against Israel from its territories before proceeding to discussions on temporary borders for a PA state.
