Arab terrorists fired two Kassam rockets on the western Negev Tuesday morning. A building on an area kibbutz was damaged but no injuries were reported. Israel has threatened to begin cutting electricity to Gaza if the attacks continued, but Attorney General Menachem Mazuz has ruled against the tactic until humanitarian guidelines can be worked out.

In Judea and Samaria Monday night, soldiers arrested 10 wanted terrorists in Jenin, Kalkilya, Ramallah and Shechem. No injuries were reported.
