Prime Minister Ehud Olmert will order the release of 87 Arab terrorists and prisoners on Monday as another "good will" measure for Palestinian Authority (PA) Chairman Mahmoud Abbas. The government has not tied the release towards the freeing of kidnapped IDF soldier Gilad Shalit despite previous statements by the Prime Minister that he would not talk with the PA until the soldier is freed.
The government has emphasized the terrorists to be released do not "have blood on their hands," but more than half were arrested and convicted before they succeeded in carrying out planned murders and attacks.
All of the prisoners must sign documents promising good behavior and not to return to terrorism.
