Russian Navy to be Permanently Based in Syria (IsraelNN.com) For the first time since the fall of the Soviet Union, Russia intends on maintaining a permanent naval presence in Syria, opening bases at the Tartus and Latakia ports. "Being present in the Mediterranean is very important for our Navy in the Black Sea," said Russian Navy commander Admiral Vladimir Masorin.
