The United States Congress is expected to pass a resolution asking the European Union to declare Hizbullah a terrorist organization. The US declared Hizbullah to be a terror group in the 1980s, at which point all properties and money in its name were frozen.

EU officials have refrained from naming Hizbullah a terrorist group despite its deliberate attacks on civilian targets on multiple occasions, most recently during the Second Lebanon War with Israel. EU officials said they worry that changing the policy towards Hizbullah would destabilize the Lebanese political situation.
