Justice Minister Daniel Friedmann has suggested that Israel allow Gaza Arabs who are not member of Hamas and are not a threat to Israel to leave the region and pass through Israeli checkpoints.

Hundreds of Fatah faction members already have fled the region by boat and by land out of fear of further attacks by the rival Hamas militia.
