PA Finance Minister Salam Fayyad announced the opening of a new account for foreign countries to deposit aid to the PA without concern that it would be intercepted by Hamas. The account is held by the PLO, of which Hamas is not a member.

$184 million have already been deposited into the account, including $80 million from the United Arab Emirates and $10 million from Norway. Fayyad is hopeful that the account will enable Israel to transfer nearly $1 billion in tax revenues into this account.
