A recent United Nations report on economic aid to the Palestinian Authority criticizes the PA for lacking transparency in its transactions. According to the report, the Hamas and Fatah representatives who took control of the PA in 2006 have dramatically reduced the level of transparency in PA affairs, particularly in accounting for state spending.

The report showed that aid to the PA had risen from $349 million to $900 million between 2005 and 2006 despite an international boycott on Hamas. The PA has failed to pay thousands of salaries despite the increased aid, and has issued several reports warning of a humanitarian disaster if direct aid is not restored.
