Arab terrorists have attacked Israel with about 50 Kassam rockets a month since Palestinian Authority (PA) Chairman Mahmoud Abbas and Prime Minister Ehud Olmert announced a "ceasefire" on actions in Gaza in late November, according to military reports. In addition, dozens of roadsides bomb and sniper fire have been aimed at IDF soldiers along the separation barrier.

Prime Minister Olmert, who exactly a year ago told Israeli mayors that rocket launching terrorists "will not have one minute of rest," has maintained a policy of not breaking Israel's end of the bargain and has refrained from retaliation.
