The Fatah-Hamas unity government agreement hammered out in Mecca last week faces serious obstacles because it does not detail who will control security forces, The Washington Times reported. Former Palestinian Authority (PA) interior ministry spokesman Elias Zananiri said, "The devil is always in the details. Everything on paper is clean and nice, but when it comes to implementation, that is the real test."
The agreement calls for dismantling the Hamas Executive Force militia but does not state who will control the gunmen. Gaza strongman and senior Fatah leader Mohamed Dahlan has questioned whether Hamas terrorists can work under Fatah commanders.
