In the parsha of the Golden Calf, the word "nation" appears 21 times, but "the Children of Israel" is written only once. What does this mean?

Rashi gets messages acroos in various ways. One is analyzing repetitions.When Joseph reveals himself to his brothers, he uses the worl "alu", go up, to my father, to Israel, from which Rashi concludes that is the Israel most elevated of all countries. Why did Rashi explain it there when the verbs to ascend and descend are used beforehand for going to Israel or leaving it?
