Legislation submitted by MK Michael Kleiner (Herut) to have the Kach party recognized as lawful was rejected by the Knesset today in a 42-4 vote. The party was originally founded by Rabbi Meir Kahane. MK Kleiner said that this was a question of freedom of expression, \"made especially acute in light of the fact that Arab parties supported by Islamic Movement fundamentalists are allowed to run for Knesset - and Kach is not?!\" Kach was outlawed after the massacre in the Machpelah Cave in 1994 - but Kleiner noted that the Shamgar Commission had found that Baruch Goldstein acted alone, \"such that Kach as a movement should have been exempted from responsibility right away.\"
