
Terrorist mastermind Mohammad Deif partially emerged from the shadows on Monday with a communique in which he promised that Hamas would carry out large-scale operations against Israeli Jews.

As the head of the Hamas's Al-Qassam Brigades, Deif vowed that his organization "would never give up resistance" and would continue to attack Israelis in what he called "quality operations." The Palestinian Authority-based Ma'an news agency suggested that with the use of this terminology, "Deif is calling for attacks on a larger scale than the homemade rockets that Palestinians launched at Israel from Gaza in recent years."
Deif's word choice was apparently deliberate, as his comments were part of a memorial address in honor of Fawzi Mohammad Abu al-Qari'a, a one-time commander of the Al-Qassam Brigades in Gaza who was killed in an Israeli targeted strike in 2005. In a communique released after his termination, Hamas called Al-Qari'a "the most notable resistance man in... [the] Gaza strip. He prepared many of the effective martyrdom operations in Gaza strip. Al-Qassam leaders called him 'engineer of the quality operations.' "
Deif said that al-Qari'a "left behind hundreds of leaders who follow after his steps. We are a people who believe real rest is in paradise. In this mortal world, we have to struggle and struggle until we either die martyrs or achieve victory. We are Allah's destiny on this holy land created to pursue Allah's enemies, the Zionists, until Allah's will is realized."
Al-Qari'a trained Hamas terrorists and planned many attacks against Israelis, including several attacks on the since-uprooted Jewish communities of Gaza, a 2004 attack at the Erez checkpoint by Hamas's first female suicide bomber, and a 2004 double suicide bombing at the Ashdod seaport.
Deif is a terrorist bomb engineer responsible for the deaths of dozens of Israeli civilians in a string of suicide bombings since 1996. He is also one of the designers of the Kassam rocket, thousands of which Hamas and affiliated terror cells have been firing on Jewish towns and cities in the western Negev. He has survived several attempted targeted killings by IDF forces.
