The International Atomic Energy Agency plans to issue a special report on Tuesday, citing Iran for lack of cooperation in general and its failure to provide access to one or more sites to the United Nations watchdog's inspectors in particular, according to several diplomats who talked to Reuters on Monday.

It will mark the first time the agency is issuing a special report in addition to its regular quarterly reports on Iran's adherence to the 2015 agreement with the international community on its nuclear development program.
