President: I was surprised that Netanyahu did not return the mandate

President Reuven Rivlin told Channel 12's Influencer conference Thursday morning, "I was surprised that [Prime Minister Binyamin] Netanyahu did not return the mandate [to form a government] after he did not succeed to form a government."
