Yisrael Beytenu Chairman Avigdor Liberman made it clear at the opening of the faction meeting that what is now preventing the signing of a coalition agreement between his party and the Likud is the issue of security policy.
Liberman said that agreements have been reached between the parties, but that "there are significant gaps on substantive issues, especially security issues. I can be a partner in decisive action, not in an arrangement."
