The Israel Defense Forces have arrested an Arab shepherd in the area of the construction of the security fence along the northern Gaza border, according to Channel 13 Television.
After he was interrogated, it became clear that he was a member of the Islamic Jihad who was watching with the aim of kidnapping a soldier or a laborer who was working on the fence.
