A document composed at the Samaria-Judea District Police headquarters criticizes the activities of the nearly 25-year-old Temporary International Presence in Hevron, after its people slapped an Israeli child and punctured Israeli tires, according to Israeli public television.

Quoting from the document, "The members of the force have a high salary and appear to be trying to justify their activity and presence in the region by means of reports they are filling."
