Outgoing Gaza Division Commander, Brig. Gen. Yehuda Fuchs said that Hamas is determining the level of violence on the border.
"Most of the resources entering the Gaza Strip are going to dig tunnels or make rockets," he said, "Hamas digs in the ground, cursing the land in which orchards could blossom."
