The Knesset Constitution, Law and Justice Committee has approved the granting of detention powers to the "Tzur" unit of the Israel Prison Service, which supervises released sex offenders.

The proposal explained that the powers in the hands of the supervisory officers were insufficient, as they did not allow for effective and efficient immediate supervision of various incidents. For example there was no authority to use handcuffs or the use of force in a place where a violation other than a sex offense was committed. In practice, Tzur officers were dependent on the arrival of the police in order to deal with the offender. Waiting for a police force sometimes raised the suspicion that the offender would disrupt evidence or escape.
