The talks are taking place despite the diplomatic standoff between Ramallah and the White House since the transfer of the US embassy from Tel Aviv to Jerusalem. Despite the tension, the security connection between PA Chairman Mahmoud Abbas' security forces and the American security establishment continues, and the CIA holds ongoing meetings with senior Palestinian intelligence officials.
