Chief Censor, Brigadier General Ariela Ben-Avraham, has told the Tel Aviv District Court that she is against the release of the Shamgar Report on the issue of prisoners of war and missing in action, submitted to the government in 2012.

Testifying at a hearing on a petition by the Movement for Quality Government to publish the report, she said she decided not to allow its release because "The price of publishing the report, in this case, could be [the release of] additional terrorists with blood on their hands as part of a deal," adding, "As far as I am concerned, this is certainly very close to harming state security. The publication may harm the efforts to return the captives and the missing, to delays and to an increase in the price."
