The National Committee for Planning and Construction of Preferred Housing Areas has decided to submit a plan in the Haifa suburb of Kiryat Ata that includes 15,700 housing units, of which 1,700 will be built in residential buildings of 6 to 18 stories and 1,400 housing units to be allocated for sheltered housing.

Approximately 6,600 dunams/1650 acres in the northern part of the city will also be home to an urban park and commercial area, industrial storage and employment. The program also allocates land for the establishment of an institution of higher education and a regional hospital with approximately 2,200 beds, some of which will be allocated to geriatric hospitals and a psychiatric hospital.
