The Ukrainian government is viewing the incident in which rubber bullets were shot at the tomb of Rabbi Nahman of Breslov as a criminal incident. Breslov hasidim however believe that this is just another stage in the ongoing litany of anti-Semitic incidents near the tomb.

Breslov leaders from the "Committee for the Rabbi's tomb in Israel" said that there had been many fires in houses near the tomb, including one three days ago in which a guest house was gutted and another two weeks ago in which a nearby hotel was burnt. On Rosh Hashanah two houses were burnt and a grenade was thrown into a house, and earlier a building just four meters from the tomb was burned.

The committee mentioned other incidents which have occurred in recent years and said that the present incident was just another anti-Semitic incident being whitewashed by authorities.
