The State Comptroller claimed a conflict of interests in the Binyamin regional council and added that its criteria for allocating support to public institutions contravened the directives of the Interior Ministry, since the criteria were allegedly tailor-made to maintain the council's association with specific associations and bodies.

The comptroller also blasted Binyamin Regional Council head Avi Roeh for serving as head of the Yesha Council, stating that this was a conflict of interest regarding the transfer of funds from the regional council to the Yesha Council.
