The State Comptroller's report revealed that more than half of the workers in the Beit Shemesh municipality are related by family.
Other problems emerged in Beit Shemesh, including the fact that the municipality had declared that it had fixed the issues reported in the 2011 report but a later investigation revealed that these issues had not been fixed.
