Labor and Social Affairs Minister Haim Katz submitted to prime minister Netanyahu the tentative plan for initiating national nursing care insurance for all the citizens of Israel.
Katz said that "there has been a lack of care facilities for many years as they are not part of the health insurance basket and responsibility for caring for invalids fell on their families, with costs reaching hundreds of thousands of shekels and in some cases even more than that."
