Rabbi David Stav, the director of the Tzohar rabbinic organization, responded to the Supreme Court decision allowing the opening of stores in Tel Aviv on Shabbat.
Rabbi Stav said that "the character of the Shabbat must be achieved through public agreement and cannot be compelled by legislation or bySupreme Court decisions. There is no substitute for a profound public debate in each and every city, maintaining the Jewish character of the state and providing a solution for the individual needs of various groups within a community,"
