Justice Minister Ayelet Shaked said on Tuesday, that the cabinet has not had a chance to discuss the Shamgar report on procedures for obtaining the release of Israelis held by the country's enemies, which was prompted by the Hamas abduction of soldier Gilad Schalit in 2006.

More than a thousand terrorists were released in exchange for Schalit. Addressing the Kohelet Policy Forum, she said, "As long as the Jewish Home is in the government, we will not release terrorists. What happened in the Schalit deal will not be repeated. It is proper to set work criteria and we must consider publishing the report."
