A memorandum of government law has been issued that provides international authority to the rabbinic courts for cases of agunot, women whose husbands won't grand them a divorce or who have disappeared.
Until now, the State of Israel was authorized to deal only with cases of agunot in which the two spouses or at least one of them has Israeli citizenship or residency in Israel.
