In two weeks time, a new tender for the Ramat Beit Shemesh Dalet-3 neighborhood is slated for 1,450 housing units for the haredi-religious public. Immediately after the contract is awarded, the units will become part of the Finance Ministry's Mechir Lemishtaken (Occupant's Price) lottery for affordable housing for first-time purchasers.
In order to overcome the problem of high development costs and attract contractors, it was agreed the state would finance about NIS 40,000 per apartment. Another incentive was making 30 percent of the apartments available to the free market.
