August Flentje, special counsel for the Justice Dept., said that both Congress and the previous administration of Democrat Barack Obama had determined that the seven countries included in the travel ban posed the greatest risk of terrorism and had in the past put stricter visa requirements on them.
At the end of the hearing, judges said they would make a decision as soon as possible. A decision is expected today or tomorrow.
