The Environmental Protection Ministry says no bids were received by Monday's deadline in a tender for establishing a plant for producing ammonia in the Mishor Rotem area of the Negev, despite government efforts and the financial incentives it offered.
The government promoted the site as an alternative to the present facility in the Haifa Bay area, which has been viewed as a health hazard.
