Four Muslims with links to the Islamic State terror movement were arrested by Albanian police on Tuesday, following a tip from Israel's Mossad intelligence agency that they were preparing an attack in the soccer stadium in Shkoder, where Israel is scheduled to play Albania in a World Cup qualifying match.
