The state has approved the planning of 28 dwelling units next to an army outpost in the Avraham Avinu neighborhood of Shechem, according to a Tuesday-morning report by Israel Defense Forces Radio. It's the first such permit in 10 years.
It is still in a very preliminary stage of planning permission and plans have not yet been submitted. The Justice Ministry says certain things have been relaxed since a military legal opinion against such a permit, nine years ago.
