Chairman Mahmoud Abbas of the Palestinian Authority recently refused an offer by Secretary of State John Kerry of the United States to meet Prime Minister Binyamin Netanyahu in the presence of Arab and Western leaders in an attempt to renew talks between Israel and the PA, according to a report by the Jerusalem newspaper Al-Quds.
