The IDF Chief of Staff has ordered the cancellation of the Hannibal Protocol, to be replaced with new orders in the coming months. The Hannibal Protocol allowed soldiers to fire on attackers in the event of an attempt to kidnap an IDF soldier, without concern for the soldier or for bystanders.
