Officials in Kenya say that the death toll from a collapsed residential building has risen to 20, while 73 people are still missing.

Associated Press reports that heavy rains caused the the six-story building to sink and collapse. The National Construction Authority had previously declared the building to be unfit for human habitation, but no action was taken to tear it down.

Nairobi Governor Evan Kidero blamed government officers for taking bribes and allowing contractors to take shortcuts.
