The Police Department announced that two buses were hit when a bomb went off on a bus in Jerusalem's Derech Hevron street.
One bus was empty; all of the victims were aboard the second bus.
Police had earlier called the blast an attack, but now believe the circumstances to be unclear. The Police Department is investigating the event.
