German Chancellor Angela Merkel says that she will work to promote a joint program between the European Union and Turkey to stop the flow of refugees into Europe.
Merkel, who made her comment after hours in discussions with EU leaders, added that the program is intended to protect the EU borders and to stop illegal immigrants.
