The United Nations is calling for a list of terror organizations that are fighting in Syria, and against whom forces would continue to attack even if there is a ceasefire.
A draft of the project, which reached Reuters, includes eight main points to which each country and group that is involved in the fighting is required to agree. They include issues that remain open for negotiation after the declaration of a ceasefire, and the importance of declaring what groups are permitting to function.
