Admiral Harry B. Harris Jr., the head of the US Pacific military forces, claims that last week's naval challenge to Chinese claims of sovereignty was not intended to be a threat.
Adm. Harris made his remarks to Stanford University students studying abroad at Peking University. Harris has been a strong critic of China's land reclamation project in the South China Sea.
