Bituah Leumi and the Ministry of Defense have released a joint statement to clarify that the Eritrean victim who was killed in Be'er Sheva is not recognized as a terror victim by law.
The law only recognizes Israeli citizens, residents, and those who legally enter the country. Although the incident involved a terror attack, it is believed that Haptom Zerhom was illegally residing in Israel.
Recognized victims of terror receive financial compensation from the government.
