Donald Tsang, the former leader of Hong Kong, is being charged with misconduct for his actions while in office. Tsang is the highest-ranking Hong Kong official ever to be charged with corruption.
Prosecutors claim that he leased his luxury apartment to a Chinese property developer named Wong Cho-bau, at the same time that Wong's company was trying to obtain a broadcasting license from Tsang's government.
