The French foreign minister has criticized Hungary for building a border fence in order to keep out migrants. France, along with Germany and the UK, declared such a move as offensive to the "dignity" of refugees.

The latter three countries have been pushing for improving services for refugees, while the main destinations for migrants, such as Hungary, Greece, and Italy, are finding it difficult to handle the ones that have already arrives. An estimated 300,000 such refugees have already entered Europe this year, mostly from Syria.

Italian Prime Minister Matteo Renzi is encouraging the European Union to spread the refugees around the various member countries. "Europe needs to stop being moved and start moving," he said.
