Reports in the Arab media said that secret negotiations have been going on between Hamas and Fatah, and that Hamas was prepared to compromise in order to unify the administration of Gaza and PA areas in Judea and Samaria under one government. The reports quoted PA negotiator Nabi Sha'ath as telling Hamas officials that Fatah was prepared to accept Hamas' exceptions to a document prepared by Egyptian negotiators on uniting the groups.
Fatah negotiators have also been urging Hamas to reopen PA offices in Gaza.
