Commenting on the EU statement Tuesday that Israel and the Palestinian Authority should begin final status negotiations on Jerusalem right away, the United States said that its position had not changed, and that Jerusalem should be declared the capital of two states – but only after negotiations.

"Our position regarding Jerusalem is clear and has not changed," said a State Department spokesperson. "The issue of Jerusalem and other final status issues will be decided by both sides through negotiations."
