Germany is trying to attract donors to a Berlin conference scheduled this week that is to focus on reforming judicial, police and prison institutions. Originally billed as a meeting for the PA to learn how to improve its authority, Germany wants donors to contribute $180 million dollars for building jails and improving police training.
A previous donors' conference in Paris this year raised pledges of billions of more than $7 billion for the Palestinian Authority (PA).
