Foreign Minister Tzipi Livni met with United States envoy General William Fraser on Monday and stressed that a Palestinian Authority state in Judea, Samaria, and Gaza must not be a terrorist state. The Road Map is the way to prevent the creation of a terror state, she said. “Implementation of the Road Map is critical to the success of the process... as the pathway to the creation of a Palestinian state must ensure a secure Israel,” she told Fraser.
The first stage of the Road Map calls for the PA to end attacks on Israel, fight terrorism, and end anti-Israel incitement. Prime Minister Ehud Olmert has decided to proceed with negotiations with the PA, including “core issue” talks, despite the fact that the first and second stages of the Road Map have not yet been implemented.
