Foreign Minister Tzipi Livni told U.S. Secretary of State Condoleezza Rice that any accord that Washington may be seeking to broker between Israel and the P.A. will not be implemented until Israel's security is guaranteed.

"No one wants to see another terror state in the region," Livni said in a news conference after meeting Rice.

Channel 2 TV reported that Rice said she agreed that Israel's security had to be guaranteed before implementation of any accord begins.
